Ramesh C. Gaur



Professor (Dr.) Ramesh C. Gaur (born July 1, 1966) is a librarian from India. He is presently working as Dean, Director (Library & Information) and Head of the Kalanidhi Division at the Indira Gandhi National Centre for the Arts (IGNCA), New Delhi, a body under the Ministry of Culture, Government of India. Prof. Gaur is one of the senior-most faculty/officials in IGNCA and also officiates for Member Secretary whenever he is on tour or /and on leave. As a Dean, IGNCA he is responsible for the management and smooth running of various academic programs including  7 postgraduate diploma courses and 5 short term certificate courses in various disciplines such as cultural management, South Asian studies, Buddhism, digital library & data management, cultural informatics, conservation, folklore, tribal studies, research methodology, ethnographic documentary making, and screen writing, etc.

During the period October 2011-January 2018, he was the University Librarian of the Jawaharlal Nehru University (JNU) in New Delhi, India. At IGNCA Prof. Gaur has also headed the Kala Kosha Division of IGNCA from October 2009 to December 2010, and National Mission for Manuscripts (NMM), IGNCA as its Director from April 2009 to September 2009. His past assignments include; Tata Institute of Fundamental Research (TIFR), CRRI-CSIR, RIS, New Delhi, Management Development Institute (MDI), and IMT Ghaziabad, etc.

Prof. Gaur has played a pivotal role in creating awareness, education, and training on and about research publication ethics particularly on plagiarism in India. He was a member of the University Grant Commission – MHRD committee for drafting of UGC (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Educational Institutions) Regulations, 2018. He has conducted /delivered over 100 workshops/ invited talks on plagiarism, its detection, and avoidance.

Prof. Gaur has significantly contributed in digitization, digital archiving of the Indian cultural heritage, promoting open access particularly electronic theses and dissertations, preservation of Indian languages through language documentation and digital archiving, research data management and research methodology, awareness about the preservation of, access to documentary heritage particularly through UNESCO Memory of the World Programme, Intangibles Cultural heritage, archival and information science, etc.

EARLY LIFE AND EDUCATION

Dr. Ramesh C. Gaur was born on July 1, 1966 in ___________, India. He had his early education in New Delhi, India. He obtained his B.Sc. (Hons.) degree in chemistry in 1988, followed by Post B.Sc. Diploma in Computer Applications, and Bachelor of Library and Information Science degree in successive years from Jamia Millia Islamia University, New Delhi. He completed his Master of Library and Information Science from the Annamalai University of India in 1992. Dr. Ramesh C. Gaur was awarded a Ph.D. in 2002 from Dr. B.R.A. University, Agra for his research titled "Re-engineering Library and Information Services: A study of Management Libraries in India with special reference to Delhi, Gurgaon, Faridabad, Noida, and Ghaziabad." Dr. Gaur received the Fulbright Fellowship in Information Science & Technology in 2003 at Virginia Polytechnic and State University, Blacksburg, the United States where he studied and researched multimedia digital libraries during 2003-2004.



CAREER

Dr. Ramesh Gaur has so far served the library profession for three decades. He began his career at the Central Road Research Institute (CRRI), New Delhi where he worked as Jr. Documentation Assistant from 1991-1994. After this, he joined the Research and Information Systems for Non-aligned and Other Developing Countries (RIS), New Delhi (Autonomous body of Ministry of External Affairs) as Assistant Librarian. It was followed by various assignments in various libraries, such as the Chief Librarian of Institute of Management Technology, Ghaziabad, head of the Library of Tata Institute of Fundamental Research, Mumbai, and the Librarian of Management Development Institute, Gurgaon. He joined as the Librarian of the Indira Gandhi National Centre for the Arts (IGNCA) in 2004 where he worked till 2011. He became the University Librarian of Jawaharlal Nehru University, New Delhi in 2011 where he served till 2018. He joined back the Indira Gandhi National Centre for the Arts (IGNCA) where he is serving since January 4, 2018.

Dr. Ramesh C. Gaur is Librarian & Head, Kala Nidhi Division at Indira Gandhi National Centre for the Arts (IGNCA), New Delhi.  He is the Project Coordinator of an International Bibliographic Project known as ABIA, South and Southeast Asian Art and Archeology Index.   • Coordination within various divisions’ in IGNCA for official works.
  • Responsible for obtaining approval from Competent authorities in relation to various operations & activities of Kala Nidhi and also other projects undertaken by Kala Nidhi.
  • Responsible for administrative & financial management within the Kala Nidhi division.
  • Coordination with other libraries, library networks, professional associations, and the similar institutions for library networking & resource sharing.
  • Represents Kala Nidhi in various internal & external meetings.
  • Preparation of Annual Action Plan. Plan proposals, a proposal for the 11th five-year plan.
  • Finalization and submission of DO letter, Monthly report, Quarterly report, Annual report to IGNCA authorities & Annual report to Ministry of Culture also. 
  • Responsible for Internet facilities at No.5 R.P. Road building.
  • Organized training programs, workshops, seminars & meetings on the subject related to the area of interest of IGNCA.
  • Organization of book Exhibition’s Kala Nidhi Annual day Program etc. 
  • As a coordinator ABIA South & South East Asia Art & Archeology Index Project responsible for following activities.
    • Coordination with staff to get prepared entries for the database.
    • Collection of books & journals
    • Preparation of report for various ABIA meeting / workshops
    • Coordination with other project partners in South & South East Asian countries.
    • Member of Project Monitoring Committee of National Mission for Manuscript
    • Visit to various outgoing Microfilming projects.
    • Preparation of Plan for Design & Development of digital library.

A Fulbright Scholar, Prof. Gaur is a Science graduate with Ph.D. in Library and Information Science, with exposure to a several-advanced training program on the applications of IT to Library Management.  Digitization and Digital Archiving of Indian Cultural Heritage is the main focus of his work at Indira Gandhi National Centre for Arts. Reengineering of Libraries, Open Access Publishing, Library Management, Copyright & Plagiarism Issues, Annotated Bibliographic work, Microfilming, and Digital Libraries are other areas of his interests.

After rich exposure in a corporate environment at Eicher Research Centre, and Brisk Securities Ltd, he joined the Institute of Management Technology (IMT) Ghaziabad where his first major achievement of automating the Library and transforming it into a state-of-the-art establishment, hailed by all concerned.  This feat he replicated at the famed Tata Institute of Fundamental Research (TIFR), Mumbai and also at Management Development Institute (MDI), Gurgaon. He has also worked at Central Road Research Institute (CRRI-CSIR) and Research and Information System for Non-aligned and Other Developing Countries (RIS), New Delhi. Phil., Ph.D, B.Lib.I.Sc, PGDCA, MCA of various Universities.

Prof. Gaur has visited over 24 countries-USA, UK, France, Russia, Australia, Germany, China, Japan, Thailand, Indonesia, Cambodia, Bangladesh, Sri Lanka, Malaysia, Singapore, Hong Kong, Taiwan, Iran, South Korea, Bhutan, UAE, Panama, Portugal, and the Netherlands in relation to various assignments related to Digital Library and allied areas in his field. He has widely traveled in India in relation to various professional meetings and other professional tasks.

• As an invited speaker, Dr. Ramesh C.Gaur, HoD(KN) attended a workshop on " online resources for Vedic and Manuscript Processing" at C-DAC, Bangalore on 20th June, 2011 held at C-DAC Bangalore on 20th June, 2011. The workshop was organized by C-DAC, Bangalore. During the workshop HoD(KN) delivered a talk on "IGNCA /NMM manuscript resources for academic research; potential issues with special reference to Sanskrit/Vedic manuscripts".

• Chaired a Technical Session on “Digital Libraries” in a seminar on National Conference on Impact of E- Resources in Education, Organized by Raj Kumar Goel Institute of Technology on 11th March 2011, held at Ghaziabad, Uttar Pradesh, India.

• Chaired one technical session on “ Digital Libraries : Case Studies” at International Conference on Digital Libraries and Knowledge Organization (ICDK 2011) held at MDI, Gurgaon from 14th to 16th February, 2011, organized by MDI Gurgaon, IASLIC and INDEST, New Delhi.

• Chaired a session on ‘Issues related to Information Professionals’ for the National Seminar on Contemporary Issues for the Information Professionals in a Digital Era, (NASCIP- 2011), Organized by Integrated Academy of Management and Technology (INMANTEC), in Collaboration with Ghaziabad and Management Libraries Network (MANLIBNET), New Delhi, on 22 January 2011, held at Integrated Academy of Management and Technology (INMANTEC), Ghaziabad, Uttar Pradesh, India.
